The EU has banned the supply of trucks and special equipment to Russia


 

RusAutoNews.- The European Union adopts a fifth package of economic and individual sanctions against Russia, over its military aggression against Ukraine.

Josep Borrell, High Representative for Foreign Affairs and Security Policy has stated: “These latest sanctions were adopted following the atrocities committed by Russian armed forces in Bucha and other places under Russian occupation. The aim of our sanctions is to stop the reckless, inhuman and aggressive behavior of the Russian troops and make clear to the decision makers in the Kremlin that their illegal aggression comes at a heavy cost.

According to the Article 3k of the Council Regulation (EU) 2022/576 of 8 April 2022, published at the Official Journal of the European Union, it shall be prohibited to sell, supply, transfer or export, directly or indirectly, goods which could contribute in particular to the enhancement of Russian industrial capacities as listed in Annex XXIII, to any natural or legal person, entity or body in Russia or for use in Russia.

Additionally, it shall be prohibited to provide technical or financial assistance, brokering services or other services related to the goods and technology.

Some of the goods listed in Annex XXIII are:

  • Road tractors for semi-trailers – with both compression-ignition internal combustion piston engine (diesel or semi-diesel) and electric motor as motors for propulsion.
  • Road tractors for semi-trailers – with both spark-ignition internal combustion piston engine and electric motor as motors for propulsion.
  • Road tractors for semi-trailers – with only electric motor for propulsion.
  • Track-laying tractors.
  • Dumpers designed for off-highway use.
  • Other motor vehicles for the transport of goods – of a gross vehicle weight exceeding 5 tonnes but not exceeding 20 tonnes.
  • Mobile drilling derricks.
  • Fire fighting vehicles.
  • Special purpose motor vehicles, other than those principally designed for the transport of persons or goods (for example, breakdown lorries, crane lorries, fire fighting vehicles, concrete-mixer lorries, road sweeper lorries, spraying lorries, mobile workshops, mobile radiological units).
  • Works trucks, self-propelled, not fitted with lifting or handling equipment, of the type used in factories, warehouses, dock areas or airports for short distance transport of goods; tractors of the type used on railway station platforms; parts of the foregoing vehicles.
  • Self-loading or self-unloading trailers and semi-trailers for agricultural purposes.
  • Other trailers and semi-trailers for the transport of goods.
  • Seats for motor vehicles.
